Since 1994, when the agreement came into force, the United Nations annually brings together almost every country on the planet for the global climate summits, or the so-called “COPs” that, no abbreviation, are known as the “Conference of the Parties”. This was supposed to be the 27th annual meeting, however, as the COVID-19 pandemic, the meeting of 2020 was postponed to 2021, this being the 26th edition of the conference.

The 26th United Nations conference on climate change, was held in November 2021, em Glasgow, gathering almost 200 countries, with the aim of accelerating action towards the goals of the Paris Agreement and the United Nations Framework Convention on Climate Change. Officially lasting two weeks, the first aimed at technical negotiations by government officials, followed by high-level ministerial meetings and heads of state and, in the second week, final decisions are made. COP26 was considered the last chance, as climate change has been treated as an emergency. The world remains on the path to a dangerous rise in the global temperature of, at least, 2,6°C in this century, even if the Paris Agreement targets are met. according to science, an increase of this magnitude could mean an increase of 62% in areas burned by forest fires in the Northern Hemisphere during the summer, loss of natural habitat for at least a third of the world's mammals, more frequent droughts (lasting four to ten months), as well as other serious consequences for the environment as a whole.

António Guterres, UN chief, called this scenario a “climate catastrophe”, which is already being felt to a worrying degree in the most vulnerable parts of the world, such as Sub-Saharan Africa and the small island states, affected by rising sea levels. Millions of people are already being affected and killed by disasters exacerbated by climate change.. For Guterres and Scientists, a warming scenario of no more than 1.5°C is the “only habitable future for humanity”.

Four main points to be discussed were listed., being them: Ensuring the world eliminates carbon emissions by mid-century and maintains the goal of not exceeding the global temperature rise by 1.5°C, adaptation to protect natural communities and habitats, mobilizing finance and working together. Europe wants to be the first climate-neutral continent. To achieve this goal, committed to reducing emissions in 55 %, at least, up until 2030, compared to the levels of 1990. With the European Green Deal (the EU's growth strategy), Europe is taking concrete steps towards a decarbonised economy.

This transformation of the European economy and societies will not only contribute to reducing, but will also stimulate innovation and investment, will create more jobs and promote economic growth. The latest Eurobarometer survey showed that European citizens considered climate change to be the most serious problem facing the world. More than nine out of ten respondents consider climate change to be a serious problem (93 %).

When asked to identify the most serious problem facing the world, more than one room (29 %) indicated climate change (18 %), the deterioration of nature (7%) or health problems caused by pollution (4 %). While each country is responsible for fighting climate change, major economies also have a special duty to the least developed and most vulnerable countries. Financing the fight against climate change is essential for these countries, both in terms of mitigation and adaptation. Major economies have committed to providing USD$100 million annually by 2025 for underdeveloped countries.

The Europe Team, joint EU action, of its Member States and European financial institutions to provide collective support to partner countries, contributes €21 billion annually, which makes it the largest donor of funding for the fight against climate change. However, there continues to be a gap from the overall objective and the elimination of that gap will increase the likelihood of success for COP26.
